His vice president said the government would provide shelter for victims, support for damaged businesses and aid to farmers who lost crops. On Sunday, Venezuela’s president, Nicolás Maduro, declared the area a disaster zone and announced three days of national mourning. Some 20,000 homes throughout the surrounding Santos Michelena municipality were affected, according to the Red Cross in Aragua State. Cellphone service, already spotty in the region, was almost wiped out by the storm. Overflowing streams carried away trees and electricity poles, and damaged homes and businesses.
